Learning Objectives

Indicator: 3.2.2.LI.3 - Assess the effects of the concept of decentralization on development.

By the end of the lesson, learners can:

  1. Define decentralization and distinguish between deconcentration, delegation, and devolution as forms of decentralization.
  2. Explain the key structures of Ghana’s decentralization system, including the District Assembly, the District Chief Executive, and the District Assembly Common Fund.
  3. Assess both the positive and negative effects of decentralization on national and local development using evidence from Ghana.
  4. Evaluate the extent to which decentralization promotes good governance values such as equity, fairness, participation, and accountability.
  5. Identify developmental projects undertaken by a District Assembly in their locality and present findings on how those projects affect community development.
