Learning Objectives
Indicator: 3.4.2.LI.1 - Describe the types of government expenditure and sources of revenue.
By the end of the lesson, learners can:
- Define government expenditure and sources of revenue in their own words using examples from Ghana’s national budget.
- Classify government expenditure into at least three types (recurrent, capital, and transfer payments) with two examples each.
- Identify at least four sources of government revenue, distinguishing between tax and non-tax sources.
- Extract actual revenue and expenditure items from Ghana’s national budget document or a simplified version of it and present their findings in a group report.
This lesson builds on learners’ earlier understanding of money, financial institutions, and public finance from previous weeks. It prepares learners for Week 11, where they will analyse the national debt, and Week 12, where they will calculate tax incidence. The focus here is on describing and classifying, not on analysing debt or calculating tax burdens.
